Your best bet is Amiami used or Mandarake. She's barely ever shows up on them, but when she's does it's a somewhat reasonable price. If money isn't an issue, I see her on Yahoo JPN auctions every other month or so, but usually at $800 to $1000 range.

Well, I've done it. 26,250 yen on AmiAmi. I bought one.PLEASE TAKE PICTURES
iirc it was a last chance kuji prize (which are generally already the rarest types of kuji prizes since any store taking part in the lottery will only have 1 for the person who buys the very last ticket) and it's of hitagi with her hair up from what is generally considered the biggest fan-favorite episode of the anime. she even has her and araragi's lunches :)
edit: she was actually a double chance prize, so even rarer than a last chance prize.
